Dr. Emad Adly: Following up on the implementation of Greater Cairo projects and overcoming challenges with the participation of relevant stakeholders
Dr. Hala Yousry: Adopting a participatory approach from idea inception to results evaluation to ensure effective implementation
The Small Grants Programme (GEF/SGP), under the Global Environment Facility, is holding the Local Platform Meeting for the Greater Cairo Region on May 8, 2025, as part of a series of local platform meetings across the geographic regions where the seventh operational phase projects are being implemented.
The meeting will be attended by Dr. Emad El-Din Adly, National Coordinator of the Small Grants Programme; Dr. Hala Yousry, Chairperson of the National Steering Committee; executive leaders; representatives of relevant and partner entities in the target governorates; as well as civil society organizations implementing the programme-funded projects during this phase.
The seventh phase of the Small Grants Programme, covering the period 2022–2026, is being implemented across seven governorates within four geographic regions:

A total of nine projects are being implemented in Greater Cairo, including four projects in Cairo, four in Giza, and one cross-cutting project on knowledge management, communication, and innovation, implemented by the Environmental Writers and Development Association.

Dr. Emad Adly, National Coordinator of the Small Grants Programme, emphasized that these local platform meetings aim to review the activities already implemented under the funded projects and to highlight the upcoming actions planned in the coming months. The goal is to ensure these activities align with the local work plans of the seventh phase governorates and with the efforts of the Ministry of Environment and other relevant ministries — thereby guaranteeing that the programme’s projects complement and contribute to national development efforts.
He explained that, in support of this participatory approach, local platforms for partners are being launched in the targeted regions within the seventh phase. Each platform brings together stakeholders involved in every programme-funded project. The main purpose of these platforms is to ensure that all projects are implemented with transparency, partnership, and coordination among all parties, in addition to promoting knowledge exchange and overcoming challenges that may arise during implementation.
For her part, Dr. Hala Yousry, Chairperson of the National Steering Committee of the Small Grants Programme, stressed the importance of the participatory approach adopted by the programme — from the initial conception of project ideas, through the development of the national strategy for each operational phase, to the implementation and monitoring of project activities, and finally, the evaluation of project outcomes and impacts on target areas.
She confirmed that this approach ensures the achievement of tangible and sustainable results that truly reflect the priorities and needs of local communities.
